The first gave an extraordinary boost to the local book publishing industry, a renaissance that has been short-lived due to a shift in policy. Was the problem in the dual objectives of the policy of alleviating the financial burdens of students as well as promoting book reading? Did policy makers not recognise the consequences of the shift for the publishing industry or did they ignore the representations of industry players?
